Joe began his law enforcement career in August of 1985. He joined the Two Rivers Police Department in April of 2005 as their Chief of Police and in 2006 became the Acting-City Manager. He previously served 6 years as the Chief of Police for the Osceola Police Department. In February of 2020 he was hired to his current position with Acadia Healthcare. In this role he helps connect public safety agencies, employees, and their families with behavioral healthcare saving lives, families and the careers of our public safety employees around the world. He holds an Associate degree in Police Science, a Bachelor’s degree in Administration of Criminal Justice, and a Master’s degree in Managing Organizational Behavior. During his 35 years in law enforcement and public safety he has been involved in a number of specialty areas including SWAT, honor guard, tactical team, drug investigations, field training supervision, bike patrol supervisor, patrol supervisor and administrator, marine patrol officer and administrator, honor guard, use of force instructor, firearms instructor, and many other areas. He is a graduate of the Federal Bureau of Investigation’s National Academy (FBINA) session 236 and is the 2015-2016 President of the Wisconsin FBI National Academy Association where he also served five years on the executive board. He has served numerous years as the Co-Chair of the FBI National Academy Association's Officer Safety & Wellness Committee, and now is a member of their Training Commitee, and he was a member of the FBINAA Finance Committee for 5 years, where he is actively engaged with the more than 17,000 law enforcement leaders around the world. He was appointed to the Wisconsin Department of Justice Law Enforcement Training and Standards Board by Governor Walker and elected by the board to the position of Co-Chairperson for the two years and Chairperson for an additional two years; he now sits on the Executive Board. He is a federally certified Use of Force and Firearms Instructor and a Master Instructor Trainer and the Best Practices -Training Standards Director, for the Reality Based Training Association (RBTA). He is a Master Instructor in both the United States Air Force - Comprehensive Airman Resiliency Train-the-Trainer Program and FBI National Academy Association’s Comprehensive Officer Resiliency Train-the-Trainer program. He has trained thousands of officers throughout the United States and Internationally through the FBINAA, RBTA, the National Tactical Officers Association (NTOA), U.S. Police Instructor Teams, and Global Study Group Inc. (GSGI). He is a member of the International Chief of Police Association (IACP) and the Wisconsin Chief of Police Association, where he formerly served as the Chair of the Training and Professional Development committee, helping to coordinate two annual training events for more than ten year. He served as the President of the Wisconsin SWAT Association and served 13 years on their board of directors assisting with the coordination of annual training events. He has instructed both nationally and internationally on topics of leadership, use of force, drug interdiction, scenario instruction, high-risk fugitive apprehension, firearms instructor development, SWAT tactics, Officer Safety & Wellness, and many in many others topic areas. He is also a certified instructor in Civilian Response During an Active Threat and is certified in Crime Prevention Through Environmental Design and Threat Assessment protocols. For ten years he served as the lead coordinator of the Wisconsin LEDR (Law Enforcement Death Response) Team. Through this position he assists agencies when they face the loss of one of their own. He is an adjunct instructor for Fox Valley Technical College where he teaches in the Law Enforcement Academy on the topics of Officer Safety and Wellness and Suicide Prevention within Public Safety. Mr. Collins also serves and a consultant for the U.S. Department of Justice as a subject matter expert in Officer Resilience and as a facilitator around the US. In this role he helps connect public safety agencies, employees and their families with mental healthcare providers saving lives, families and the careers of our public safety employees around the world. During his career Chief Collins has received (3) Meritorious Service Awards, (5) Distinguished Service Awards, (3) Life Saving Awards, the ‘Investigative Team Work Award’ from the Winnebago County District Attorney’s Office, the Chief’s Award Pin, and the Award of Appreciation from the Association of National Delegates for the Brazilian Federal Police. In 2015 Chief Collins was selected by the Wisconsin Attorney General and the Wisconsin Department of Justice as the Wisconsin Law Enforcement Officer of the Year for his leadership throughout his career to improve law enforcement within the state and nationally.
